A crew arrives with high-powered jackhammers, barricades half a neighborhood, and begins hacking away at tarmac. They are looking for a water main laid in 1948 or a telecom conduit buried during a hurried renovation thirty years ago.

Inevitably, the map they possess does not match the earth beneath their boots. They strike a gas line, crack a storm sewer, or discover that shifting soil has warped an underground junction beyond recognition. For weeks, the neighborhood is choked by dust, diesel exhaust, and traffic detours.

We treat this perpetual disruption as normal. We shrug and call it "maintenance."
